Project Purpose

This project will develop a comprehensive safety action plan to prevent roadway fatalities and serious injuries and to strengthen the communities’ approach to roadway safety for all users. The goal of an Action Plan is to develop a holistic, well-defined strategy to prevent roadway fatalities and serious injuries.

When completed, the Action Plan will:

  1. Recognize the needs of all users of the multimodal transportation system.
  2. Include potential projects that are feasible and applicable for grant funding.
  3. Include conceptual infrastructure improvements with quantifiable costs.
  4. Include an implementation schedule.
  5. Contain recommendations for Education and Enforcement programs.
  6. Identify the roles and responsibilities for implementation.
  7. Address project evaluation and prioritization. 

Project Schedule

The city issued a Request for Qualifications in March of 2025. After a competitive procurement process, Keller Associates, Inc. was selected to assist the city with the action plan. We kicked off the project in August 2025 and expect to complete the plan by July 2026.

Public Involvement

Input from the community is important to ensure the plan addresses the needs of all road users. There are multiple opportunities to weigh in throughout the project, including:

  • In person engagement was held on Saturday, October 11, 2025, at the Orting Harvest Festival in Main Park.
  • Survey postcards were handed out at the Orting Police Department Trunk or Treat on Halloween.
  • The online survey was conducted from October 10 – November 10. Thank you to all who participated!
  • The next Advisory Committee meeting will be held February 6, 2026, at the Public Works shop.
  • The formal public comment period for the draft plan is anticipated to begin in April.

Project Funding

The City of Orting Comprehensive Safety Action Plan is funded through a combination of United States Department of Transportation (USDOT) SS4A planning and demonstration grant and local funds. USDOT requirements for SS4A compliant comprehensive safety action plans, include eight components identified in the 2023 SS4A Notice of Funding Opportunity, which can be found at the USDOT Comprehensive Safety Action Plans webpage.
