REQUEST FOR PROPOSALS

1. PURPOSE OF REQUEST

   The City of Orting ("City") is soliciting Proposals from qualified firms pursuant to Section 39.04.270 RCW for competitive negotiation for providing Dedicated Internet Access services, for the City as specified in Scope of Services below.

    

2. TIME SCHEDULE

   The City will Follow the following timetable:

   Issue RFP: December 12, 2024

   Deadline for Questions: January 2, 2025

   Deadline for Submittal of Responses to RFP: January 7, 2025 at 3:00 pm

   Award of Contract: Quarter 1, 2025

4. SELECTION CRITERIA

   Your Proposal will be evaluated on the following criteria:

2. Place one (1) copy of your Proposal in a sealed envelope and clearly label in the lower left corner “Proposal for Dedicated Internet Access.”

    

3. Proposals should detail qualifications and relevant experience to perform the required services.

    

4. An authorized representative of the firm must sign the Proposal.

    

5. Any questions concerning the City's specifications or RFP process shall be directed to Scott Larson, at slarson@cityoforting.org or (253) 355-5166.

    

6. The firm must include evidence that they maintain the following minimum insurance:
   1. Workers’ compensation and employer's liability in amounts required by law;
   2. Commercial general liability with limits of liability not less than $2,000,000;
   3. Automobile liability insurance with limits of liability not less than $2,000,000;
   4. Professional Liability with limits of liability not less than $2,000,000.

       

1. Responsiveness of the request for qualifications and/or proposal to the purpose and scope of services.
2. Ability and history of successfully completing contracts of this type, meeting projected deadlines, experience in similar work.
3. Performance data including SLA Performance Metrics for the last 24 months, references, key personnel. Provide summary of vandalism incidents that have resulted in outages over the last 24 months.

   1. TERMS AND CONDITIONS

1. The City reserves the right to reject any and all responses, and to waive minor irregularities in any Proposals.
2. The City reserves the right to request clarification of information submitted, and to request additional information from any contractor.
3. The City reserves the right to award any contract to the next most qualified contractor, if the successful contractor does not execute a contract within thirty (30) days after the selection of the contractor.
4. The contract resulting from acceptance of a proposal by the City shall be in a form supplied or approved by the City, and shall reflect the specifications in this RFP.
5. The City shall not be responsible for any costs incurred by the firm in preparing, submitting or presenting its response to the RFP.
6. The City encourages minority and women-owned firms to submit proposals consistentwith the City's policy to ensure that minority and women-owned firms are afforded the maximum practicable opportunity to compete for and obtain public contracts for services.

    

    

   1. SCOPE OF SERVICES AND REQUIREMENTS.

       

1. Provide a symmetrical fiber internet connection that terminates in the network room on the south side of the City Hall Building located at 104 Bridge St. S., Orting.
2. The service should provide a synchronous circuit of 1 gbps.
3. The service should include a /29 of WAN IPv4 Space.
4. Service must offer at least a 99.99% SLA
5. Provide all necessary infrastructure and hardware to complete the install.
6. The City is requesting a three year term for Dedicated Internet Access at 104 Bridge St. S., Orting.

    

   1. COMPENSATION

1. The award shall be made to the qualified bidder whose proposal is most advantageous to the municipality with price and other factors considered. The municipality may reject any and all proposals for good cause and request new proposals.

    

2. Payment by the City for the services will only be made after the services have been performed. Payment shall be made on a monthly basis, in accordance with the terms set forth in the contract.
