On March 13, 2020, I signed a Proclamation of Emergency due to the COVID-19 outbreak to initiate emergency operations and utilize emergency powers. Pursuant to my emergency powers, and to comply with the Governor’s Orders requiring social distancing and meetings, I hereby order and suspend any City rules and procedures that do not allow telephonic or virtual City Council meetings until the emergency is declared over. This includes, but is not limited to, allowing council, staff and the public to attend City meetings via phone or other electronic means.
