City Council, staff and the community have the opportunity to meet the three finalists for the position of Orting City Administrator on Wednesday, May 20 from 6:00 - 7:30 pm at the City Hall Council Chambers.
The City Administrator serves as the chief administrative advisor to the Mayor and a coordinating leader for municipal operations. Acting on behalf of the Mayor, the City Administrator assists in directing the day-to-day administration of City government and supports the coordination of department heads to ensure the effective implementation of City Council policies, priorities, and adopted goals. The position provides strategic and operational counsel to the Mayor and City leadership on fiscal management, administrative practices, and policy alternatives to support informed decision-making.
Orting City Administrator Finalists

Ryan Wheaton was most recently Chief Planning Officer for Pierce Transit in Washington, from 2018-2026. Prior to that, he was the City Manager for the City of Shelton, Washington, from 2016-2018. He also served Pierce Transit as Specialized Transportation Manager from 2014-2016. Mr. Wheaton has a master's degree in Education from the University of Northern Colorado, a Master of Business Administration degree from Pacific Lutheran University, and a bachelor's degree in Political Science from Colorado State University.
Charles (Chad) Morris was most recently the City Manager for the City of Milton-Freewater, Oregon. Prior to that, he was with the City of Niceville, Florida, from 2001-2024. He served the city in a number of roles, including Director of Information Systems, Director of Purchasing, Project Manager of Special Projects, and he was appointed Deputy City Manager in February 2023. Mr. Morris has a Master of Public Administration degree from Troy University and a Bachelor of Business Administration degree in Accounting from the University of West Florida.
Shawn Bunney has been the Principal of Creative Local Strategies, a private consulting firm providing government relations, strategic planning, and project management services, since 2011. Prior to that, he was a Pierce County, Washington, Council Member from 2002-2010, and he was a Research Analyst/Council Attorney for the Pierce County Council from 1993-2001. Mr. Bunney has a Juris Doctor degree from the University of Puget Sound School of Law and a Bachelor of Arts degree in Public Administration from The Evergreen State College.
