SUMMARY DESCRIPTION

This is a full-time, Fair Labor Standards Act non-exempt, term-limited position.  The Construction Inspector schedule is semi-flexible based upon a scheduled work week; typically expected to be present between the hours of 7:30 a.m. and 4:00 p.m. Monday through Friday.  The incumbent may be required to attend meetings after normal work hours including occasional City Council meetings; the employee may be called back to work before or after regularly scheduled work hours or on scheduled days off. This is a Term-Limited position, not guaranteed to extend beyond December 31, 2027.

Under the direction from the Public Works Director, or designee, the Construction Inspector performs complex technical skilled work in the inspection of public works construction projects, utility work performed in the public right-of-way and oversees contract inspectors working small projects. Provides plan review, construction quality assurance through physical inspection of construction site, and project coordination, as well as site development inspections for compliance. Incumbents function as technical advisors and leads Construction Inspections.

QUALIFICATIONS

Knowledge of:

  • Construction practices and techniques
  • Methods and materials used for public works construction projects
  • Engineering terminology
  • Symbols and terminology used in engineering drawings
  • Construction project management information systems and related technology
  • Microsoft Project or similar scheduling software
  • Field surveying methods and techniques
  • Roads, paving, bridge construction, utility installations, SCADA systems, facility construction
  • Manual on Uniform Traffic Control Devices for Streets and Highways (MUTCD)
  • Principles and practices of personnel management and supervision
  • Research methods

     

    Ability to:

  • Read construction plans and specifications
  • Interpret engineering drawings and specifications for construction control purposes
  • Communicate orally with customers, clients, and the public using a telephone and in group and face-to-face, one-to-one settings
  • Ability to make decisions in accordance with construction plans and specifications and City policy and procedures
  • Observe or monitor work/procedures to determine compliance with prescribed specifications or safety standards
  • Comprehend and make inferences from material
  • Use graphic instructions such as blueprints, layouts or other visual aids
  • Produce documents using proper sentence construction, punctuation, grammar, and spelling
  • Work cooperatively with others
  • Review or check the work products of others to ensure conformance to standards
  • Perform basic mathematical calculations such as addition, subtraction, multiplication, and division
  • Communicate and use interpersonal skills to interact with coworkers, supervisor, the general public, etc., to sufficiently exchange or convey information and to receive work direction

Education and Experience Guidelines
Any equivalent combination of education and experience that would likely provide the required knowledge and abilities is qualifying. Additional education cannot be substituted for experience.

Education/Training

  • High School Diploma or GED (required)
  • Five (5) years of experience in public works construction inspection, utility construction or related field (required)
  • Two (2) years Civil construction experience (preferred)
  • Two (2) years Structural inspection experience (preferred)
  • Experience working with Small Cities – WSDOT Non-Certified Agency (preferred)

Licenses or Certifications

  • ICC or Similar Certification (required)
  • OSHA 30 Hour Construction Safety Certification (required)
  • Washington State Driver License (required)

REPRESENTATIVE DUTIES
Job descriptions are subject to change by the City as the needs of the City and requirements of the job change. Duties may include, but are not limited to, the following and other duties as assigned:

  1. Inspects public work projects and City improvement projects including water, sewer, irrigation, storm drain, street, bridges, and other public works projects and installations for the assurance of City engineering design and construction standards compliance
  2. Inspects materials, grades, and other work for compliance with standard and special specifications, details, plans, and standard construction practices and takes samples for various materials tests and calls for testing as required
  3. Daily Inspection Services will include but are not limited to tracking workforce labor on-site, wage rate interviews for grant funded projects, tracking of equipment and materials on-site, daily inspection reports, Daily/Weekly progress reports, review of draft payment applications submitted by the general contractor, review of draft change orders, and other inspection duties as assigned dependent on project type.
  4. Coordinates the development of the scope of work for assigned projects, providing direction and clarity to contractors and outside consultants by participating in preliminary project design review and conducts pre­ construction meetings and coordinates final acceptance procedure, walk-through and letters
  5. Reviews project schedules, investigates and resolves schedule conflicts on capital improvement projects and provides necessary feedback during contract change order requests and proposed additions/deletions to contracts throughout process, gather quantities, reviews pay apps from contractors and consultants assists and conducts project progress meetings and project conferences
  6. Provides information to contractors, owners, or other customers regarding the specifications and other regulatory requirements and specifications
  7. Reviews as-builts for accuracy and acceptance and assists in permit termination for certification of occupancy and issues notices to comply and stop work orders to contractors for governing specification adherence
  8. Works closely with Project Managers and Civil Engineers providing consultation, feedback concerning updates, quantities, RFI's, change orders and project progress
  9. Reviews progress of projects being inspected for the City by others and assists them in coordinating work and ensure that procedures are followed and materials used conform to specifications
  10. Reads, interprets and reviews approved land development and City improvement project plan sets and contract specifications and details
  11. Completes progress reports and final pay estimates and computes monthly estimates of work completed and recommends payment for contractors
  12. Responds to citizen complaints and requests for information regarding construction projects
  13. Ensures that proper safety and traffic control procedures are followed and detects hazardous situations on construction sites
  14. Cultivate respectful working relationships that support a sense of belonging for all employees and community members
  15. Performs the essential functions as described in the physical demands and work environment sections below
  16. Maintains regular and reliable attendance
  17. Performs other duties of a similar nature or level
